SOCIAL CARE REFORM IN ENGLAND: Designing and Facilitating Large scale, Multi-stakeholder Dialogue for Community-wide Vision and Priorities

  • 03 May 2011
  • 4:00 PM - 6:30 PM
  • University of St. Thomas, 1000 LaSalle Ave., Minneapolis Opus Hall (MOH) 201

Registration is closed

Presenters: William Stockton, Marjorie Herdes, Rob Williams & Dame Jo Williams

About the Program:
The British government mandated social care reform with the requirement that local administrators be in communication with their citizens to agree to priorities for change. Local leaders, at a loss for how to communicate effectively with their whole community, were giving up, and moving forward as best they could while leaving citizen’s angry and afraid of the unknown pending changes to their care. Rob Williams, recognizing the need for large-scale dialogue to develop shared vision and community-wide collaboration, asked Will Stockton and Marjorie Herdes from Mobius, Inc. to bring their expertise to the challenge. Learn from Will, Marjorie and Rob how their work in England, the past two years, has impacted communities. They will talk about how they were able to contract for community dialogues when particular outcomes cannot be guaranteed and share the highs and the lows of the challenge while showing slides of many of the events.

Your will learn about:
•    Contracting for large-scale, multi-stakeholder dialogue - how to talk about outcomes
•    Designing large-scale, multi-stakeholder dialogues – the theory behind it
•    Facilitating large-scale, multi-stakeholder dialogue – important logistics
•    When it worked (what does “worked” mean) and when it didn’t
•    Outcomes – what were some of the results of these dialogues

He has worked in partnership with Mobius, Inc. a number of local authorities facing the challenge of ‘Transforming Social Care’ over the past two years. The work was prompted by recognition of a widespread emphasis on systems and processes rather than clarity about the wider meanings within the agenda. The approach focuses on the creation of locally appropriate ways forward that include the views of large numbers of service users, carers and staff – up to 130 people at a time, in focus groups and large-scale dialogue. Rob has been a member of Liverpool Royal Philharmonic Choir for 30 years.

Dame Jo Williams is widely recognized in the UK as a key voice in the reform of health and human services. Most recently, 2000 President, Directors of Social Care Organization, England and Wales; 2001 honoured by the queen, awarded the CBE and 2007 was made a Dame (DBE); 2010 - Chair of both the Care Quality Commission (the national regulatory body for Health and Social Care) and the Prison Reform Trust. Jo recently appointed to the three-member ‘Commission on the Funding of Care and Support’. The Commission will report to the UK Government in July 2011 in response to the major financial challenge England faces in financing long term care for older people and people with significant disabling conditions.

Jo and Rob have participated for fun and fitness in many marathons as well as extreme races, e.g. Marathon des Sables (Sahara 150 miles) in 2006 and the Himalaya 100 mile stage race in November 2009.
