Program Overview
Six years ago in Minnesota, there was no such thing as a 'smoke-free' bar. Yet today, every workplace in MN is smoke-free. Learn what it takes to build grassroots support for this magnitude of change. Janelle Waldock, Vayong Moua, and Kim Milbrath from Blue Cross and Blue Shield of Minnesota are champions of social change. Learn how this small dedicated team overcame incredible resistance to change and gained state-wide support for the Freedom to Breath Act that eliminated smoking in public buildings.

Janelle Waldock and her team are members of the Center for Prevention at Blue Cross and Blue Shield of MN. Their role is to build grassroots support for new policies that increase the health of all Minnesotans. In the world of change, they are movers and shakers at the local,
community and state-wide level. Join us and learn how to build grassroots support for new ideas and advise leaders on strategies that work.

Janelle Waldock is the Director of Public Policy and Prevention Advocacy at Blue Cross Blue Shield of Minnesota. Janelle leads policy advocacy efforts to reduce tobacco use and obesity rates in Minnesota. 

Before joining Blue Cross, she worked at the Hennepin County Community Health Department, the Minnesota Smoke-Free Coalition, and the University of Minnesota, School of Public Health.

Janelle holds a Master’s of Public Administration from Hamline University and a Master’s of Science from Mankato State University.
